Health policy



The health sector, under the aegis of the Department of Social Affairs and Health, is a priority action area for the Government of Monaco. At national level, in 2010, approximately 8% of the State budget was devoted to it, which amounted to nearly 75 million euros.

 

Monaco’s health policy is supported by:

  •  A state hospital: the Princess Grace Hospital (CHPG) 
  • Three private establishments:
    • The Cardio-Thoracic Centre
    • The Monegasque Institute of Sports Medicine and Surgery (IM2S)
    • The haemodialysis centre

 

The construction project for a new hospital is aimed at reinforcing the synergy between these establishments and the care provided at regional level, in particular with the CHU in Nice and Marseille for rare pathologies.

 

In line with a world class health policy, the state hospital will be adapted to healthcare needs of the inhabitants of the Principality and neighbouring area within the Monegasque zone of influence, namely around one hundred thousand inhabitants.   

 

Policy for the elderly:

 

Due to the constant increase in the life expectancy of the Principality’s residents, the policy in favour of the elderly is one of the key priorities of the Government of Monaco, both at present and for the future. As such, exceptional global geriatric services have been set up since 2003.  

 

The home care services provided by the Monaco City Council include: meals-on-wheels, remote alarm, as well as home helps and carers enabling old people suffering a loss of autonomy and living in Monaco to continue to live in their own home.

 

Welfare policies:

 

  •  Personal budget:

    Among the social welfare schemes available in the Principality of Monaco, the personal budget represented close to 5 million euros in 2010.

    This personalised allowance, for individuals over 60 residing in the Principality with a loss of autonomy, is designed to enable the elderly to cope with the costs incurred by this dependence, either at their own home or in a residential home.

 

  •  Activities in aid of the disabled:

    As part of the policy implemented for the disabled and in addition to the various forms of aid provided, every year the Government carries out work to make urban facilities and public buildings accessible.

 

Prevention/screening policies

 

Prevention and screening are key elements of the public health policy developed by the Government of Monaco over several years. Among the measures implemented against certain risks, health education holds a predominant place. Campaigns to fight against smoking, addictions, cardio-vascular diseases, cancer of the uterus and AIDS are implemented on a regular basis.

 

The Office of Health and Social Affairs and the CHPG conduct screening programmes for AIDS, by the Centre for Anonymous and Free Screening, for breast cancer and colo-rectal cancer for the elderly. 

 

Health is one of the key issues at stake for the Government of Monaco’s policy over the next few years.
